Unfortunately, I think you will find that you have no rights whatsoever about access to your driveway without a dropped kerb.
The police will only intervene if violence is threatened.
My neighbours and their friends kept blocking my drive(I have a dropped kerb) so I parked there myself for a few days to try and make a point and to physically stop any body else parking there.

They seemed to get the message!
Put one car directly in front of his and one behind. He will then have to knock on your door to get out.
Get the pidgeons to dive bomb or starlings, they won't want to park anywhere near your drive, or get next doors moggy to walk all over it. Or is my car the only one that gets this treatment ?????
how about asking her to move it as often as you can as you 'need to go out' (may need to invent reasons after a while!) she'll get the message as soon as it becomes a nuisance having to move her car day and night.
The highway code states it is illegal to block a driveway, piont 217. However if you have not dropped the kerb I assume you do not have planning permission to use it as a driveway. So if you report her to the police you could be in trouble for driving on the pavement ( you need to drive across the pavement to gain access to your drive, point 123)
