why are we asked to rate the answers given ? is it a mark of recognition or value to the questionaire

I've always assumed it would be easier for anyone else that comes across the question to quickly see which answers were really the best; which ones worked.
What better reason could there be for answering a question than the hope of receiving * * *

If I understand correctly, those HTML tags should be ignored.
fuggy , People use the star rating for different purposes in different sections. In Q & P they are given as a way of saying thanks. 3 for a correct answer or fewer for answers that are of less help. In some of the subject areas that are less black and white, stars are sometimes given only to those opinions that agree with the questioner.

There is also variation between people. Some never give stars and others are more polite - just as in the real world.

Stars are not worth points. There is no league table of members star ratings. Just use them where you think they are justified.
gen2 - the three stars are red in mibn2cweus' answer because it is a link (which is also why they are underlined).
