Is one allowed to put a circular seat round the trunk of a tree with a TPO on it?

You're not allowed (without relevant permission) to "cut down, top, lop, uproot, wilfully damage or wilfully destroy a tree protected by [a Tree Preservation Order], or to cause or permit such actions".

It would appear to me that placing a circular seat around a protected tree doesn't breach any of those provisions unless, by doing so, you damage the root structure of the tree.
When in doubt, ask the relevant authority.
