Cannot guarantee that this is neither complete nor accurate, but I believe.

Gaetano Donizetti - 48
GF Handel - 44
Guiseppe Verdi / Franz Lehar 28
Jean-Philippe Rameau - 24
Gilbert & Sullivan / Offenbach 23
Mozart - 22

Thanks Octavius
Offenbach certainly wrote in the region of 100 operas/operettas, while Gilbert and Sullivan only managed 14 (together). The composer of the most operas might have been the Austrian composer Wenzel Mller (1767-1835) who managed over 200.
