Unsafe as far as slipping about and not being able to see (or be seen) but pretty safe as far as being hit by lightening. Well, I'll put provisos in that last sweeping statement: lightening usually goes for the tallest conductor (a wet tree, a wet church spire etc) so if you were in a built up area with lots of taller conductors you should be OK but if you were the only conductor in close vicinity then I would lie on the ground away from the metal bicycle.
You should be safe as regards being struck by lightning because the rubber of the tyres would insulate you from the ground and prevent you 'earthing' the electricity. However the force of the lightning bolt would probably knock you off your bike (and thus leave you exposed to other injuries).
as an extra point to this a car is one of the safest placest to be during lightning strikes as it acts like a moving faraday cage (click here for some photo's of a home made effort - http://users2.ev1.net/~nmyreality/tesla/cage_pics/ ) for the same reasons as the bike would be safe......your only contact with the ground is rubber and this insulates you perfectly.
Unsafe! Get off your bike but DO NOT lie on the ground as electricity will travel through the ground. No. despite popular beliefe rubber tyres DO NOT protect you from lightning strikes. Lightning does hit the tallest things around NORMALLY this does not mean you are safe if your not near a tall tree. Yes a building or car are the safest places to be.
