things like tyres are finable at any time, MOT dates are irrelevent, you can wear out a set of tyres in 1 year. It is still the responsibility of the driver to adhere to the law. The MOT merely checks it's ok at the time of the test. The presence of an MOT certificate means it passed a test it does not mean it is road legal the next day let alone for a year. Nothing has changed, the fine income will not change.
Yes but maintenance dodgers would get a cheap check over at the end of year 3 instead of a fine later on. We all know its the drivers responsibility to check..but some dont......unless of course the government has implemented the changes for the benefit of the motorists pocket!
