Paint for kitchen

Hello you clever AB gang, especially Buildersmate the oracle. I am planning to paint kitchen which has the good old classic anaglypta paper. It has been painted with a kitchen paint and now I want to cover this. My neighbour tells me I should do a bottom coat of ordinary emulsion and then cover with eggshell paint. Is this right or could I simply use another kitchen paint? Thanks for your help.

There is no point in abrading the surface (with sandpaper or similar) to remove any grease because it would spoil the patterned surface of the anaglypta. However perhaps a wash down first to remove surface contaminants, followed by the paint he suggests to seal.
