Does anyone know how I find out which side (re fencing) we should be responsible for? I have tried the Cuncil but they don't get involved. Our neighbour reckons we are responsible for both sides? We looked at our deeds this morning but it doesn't say.

There is normally a plan of the property showing the boundary. A sign is put in your garden against the fence you are resonsible for and looks a bit like this < but larger.
Yes, there should be T markings on the plan around the boudary.

The top of the T marks the boundary, and the 'leg' of the T extends in to the property of the boundary owner.
usually, you won the fence on the right hand side of the property, looking from the road, but this is not always the case. When you moved into this house, there must have been conveyancing?? when you got a list from the perivous owners of what fixtures and fittings where left behind, and what suppliers supplied the house, on this document, there is listed who wons which boundry, looking at the property from the road. If you still can not find out, go with the basic rule, you own the fence on the right, looking from the road, your neighbour owns the left, anf if there is a house behind, its shared, of not, its yours as well.
