I work in housing and deal with rent arrears all the time.
The organisation should have a procedure to follow when a person doesn't pay their rent and unfortunately this happen alot. Contact the manager and ask them what their procedure is and as long as ypu have a agreement signed etc they will have to follow it.

Not doing much of a job then are they?
If they fail to ensure their clients pay their debts then people like you are simply not going to offer their clients rooms again and they won't be able to achieve their aims. Counter productive idiocy.
If they are a charity, find out on the web who the trustees are and write to them. If that gets you no joy, complain to the Charities Commission (OSCR if you are in Scotland).

What an appalling attitude. They are just teaching the youngster that it is OK to not bother to pay their debts. Even if they are not a charity find out who is in charge of this outfit and kick up as much of a stink as you can about them - including local press publicity if you can.
