Who names craters on Mars???

Hi,

I just found out on wikipedia that the small area i hail from in Irland has a crater named after it on Mars. apparently, if a crater is less than 60km in diameter, they are named after towns on earth. This crater (7km in diameter) was approved in 1988.

Who names this craters or is this a hoax.
