why do people at the beginning of the programme answer a question and then pass it to another player to play. Why risk losing a life if you do not intend to play

So, they answer the question then pass it to another player to play having given the answer, is that what you're saying?
If the counters don't look ready to drop, you force another player to "waste" a go.

so if you do not answer the question you are forcing another player to play
No Gollob. IF you answer a question then you decide whether to use one of your counters or force another player to use one of theirs.
Its because at the beginning of the game there is a good chance that your counter will not push anything over the tipping point, so if you get someone to waste their counter it increases your chances.
In the initial stages it is a game of tactics. The person answering is only likely to lose a life if they give the wrong answer.
