Mobility Scooter Log Book?

My mother bought a mobility scooter last week. I'm not particularly happy about the way it was sold to her, but having said that she has had mobility problems for a while and was desperate for one.
The salesman phoned up out of the blue, mid week so that none of us was free to go round and be there.
The thing that is bothering me is that she says he told her it was new. However I notice from the DVLA registration document she has been given, it is used - although it is in new condition. I have looked at prices for that model on the internet and see that she paid about £100 more than she would have for a new one.
I do appreciate that internet prices are the best available and if she had bought it there it would have required assembly etc. If she had been charged £100 more for a new one I would have said fair enough, they allowed her a trial on it etc.
She does not seem to have any documentation relating to its origins. I notice that the DVLA seem to treat it a bit like a car, in terms of registering it etc, and I wondered if it should have a log book?
Does anyone know?
