I think when they refer to a 15 year old as a child then at the stroke of midnight on her birthday she turns 16 and suddenly she isn't a child is ridiculous. It's not so cut and dried.

The issue here Dave is the time of committal of the offence. The laws are clear regarding this. As has been stated here Johnson was aware that he was in the company of an underaged female and subsequently broke the law.
