mail order delivery

hi, can someone tell me or point me in the right direction of mail order rules, i ordered goods a while ago ,the order form stated deleivery within 28 days, but still no goods, is there a rule as to if i can now cancel and claim my money back etc and if so, does anyone know where i could find this?

PS: If you need to quote the name of the relevant legislation it's the Consumer Protection (Distance Selling) Regulations 2000.
