How would one go about obtaining the blueprints for a property / site in the UK (assuming that it can be done under the Freedom of Information Act)?

Not if it fails the public interest test under Sections 24, 26, 31, 40 and 43.
it also depends on what build you want the blue prints to e.g. who are you going to request them from, the land registry does not keep blueprints, councils might for recent developments but non exist for my little old house (that i know of) so if it was my gaff you wanted to scope out your not going to be in luck lol
Do you really mean blueprints?
Or, do you want ownership details and a plan of the property?

The latter is available from the Land Registry for all registered land and property in England.
Their website is here. http://www.landregisteronline.gov.uk/lro/servl et/TitleSearchServlet
There you can search to see if they have details of the property you are interested in.
Assuming that they do you can then get a copy of the deeds online or by post.
The cost of each set of deeds that you require is 4.00
