For what it's worth, the Draw for the Group Stages will take place on 6th December 2013 - @ 16:00 GMT (13.00 local time)
Venue: Mata de São João in Bahia, Brazil.
It will be televised, so anyone fearing the worst will have to look away !! lol
The 23 man Squads must be announced on 2nd June next Year at the latest.

I'm not sure that is a defensible argument. For 1974 England were in a group of only 3, with only 4 games to play and would have qualified but for an extraordinary exhibition of goalkeeping by a Polish keeper. In 1978 they effectively faced off against a very strong Italian side. It's hard not to think that this is the weakest England squad in a generation. Certainly England's best World Cup outside England was in Italy in 1990 - oddly enough 2 years before the Premier League started ...
