Cctv And Form Required For Access

I have been informed that a garage has footage of the car that exited across road and into my car................but Insurance company sent me the following: "We are having difficulties in obtaining the CCTV footage from the garage" ( letter from them as follows): "We (insurance company)wrote to the garage and were advised that we needed to send a data request access form, but we have never heard of one of these and when we queried it with them we were advised that they didn't know where to get this type of form from, apparently only the police have access to them.....................is that correct ?? and that Insurance companies are therefore unable to obtain evidence this way ???
