Out of the corner of my eye, occsaionally I seem to see my flourescent table lamp flash momentarily. It is switched off but plugged into the live mains. As I never see this flashing from any of the other many items in my living room, can I assume that electricity really does discharge through the 'bulb'?

When you looked straight ahead you could see one of the lights flashing in the corner of your eye; if you turned your eyes to look at it it stopped flashing.
Your first thought could be correct, when we first came here the kitchen had a mixture of fluorescent and halogen lighting.
As each fitting gave up working I replace them with a LED light, that's when odd things happened, turn off the lights at night and some would flicker, some of the tubes would glow dimly or flash.
It only stopped when I decided to go all out with LED In that room.
An electrician on an ' ask an expert ' website tried to explain it, neutrals and discharge, but it lost me.
But I would still get my eyes checked
