Media Guilty Of Promoting Race Hate?

To what extent would you consider the media to be guilty of the above?
Tonight I watched Silent Witness, it depicted a group of Asian/Indian lads, running a taxi firm..but as a sideline they duped white school girls into taking drugs and becoming victims of abuse for their (the taxi drivers) country men, can't bear to type the details.
I know it's just a drama programme, but a) I could not finish watching it, and b) I was mad as hell at the way they denigrated these girls.

Might it stir up more hate ? Only in those ready to be stirred in my view.
Should TV companies select their dramatic content with a view to this? Possibly, but where does one draw the line.
