My son is still at work in a factory - they are not essential. He will only get £90 per week if he doesn’t go in yet 80% of his salary if he waits for them to send him home

If he stays where he is he will get paid until they send him home. The may choose to pay him100% of his salary, although that seems unlikely. or they might dismiss him or send him home without pay. Or they may take up the 80% govt subsidy for furloughed workers and they could opt to pay some or all of the remaining 20%

Employers don't have to apply but any that want to retain their staff for when the layoff period ends and do the best for them should apply to HMRC if they have the resources to do so
