Are we eligible for Water Rates refund ?

Our water bill states that charges include a cost for surface and highway drainage & says that if surface water from our property does not drain to their sewers we may be able to claim a reduction of �17.50 off our bill.
Our road contains no drains & the downpipes draining rainwater from our roof simply disappear into our ground at the foot of the house.
How would we know if these downpipes are connected into sewers draining away household water, and are we eligible for this refund?

I can tell you that if your surface water goes to a 'soak away' and does not join the sewers, you are entitled to a rebate, providing one has not already been applied. I must say, on a lighter note, how strange this country is. They charge us to supply clean water, but in these days of drought one would think they would be glad of the water!
