Sore face after swimming

Hi everyone.
The last few weeks my daughter has started to go swimming with her friends after school.
When she gets home her face becomes very red, sore and itchy. I put E45 cream on it and after about half an hour some of the redness has gone but it's still itchy and very hot to the touch.
Is this caused by the chlorine in the water?
Is there anything she can do to stop this from happening and anything else to better alleviate it?
