Also Clue 4 is it an British Prime minister, surname?

There is a town which combines one of the patron saints of Russia with the name of an English Prime Minister. The prize winning river is simply an anagram of the letters you have collected. The first saint is St Guthlac. Start from this, and come back if you are still stuck. Good luck!
PS There is a small hamlet which has the same name as a famous Colorado city
The prime minister is generally regarded as being the first to hold that title and the patron saint is more usually associated with a country in the UK.
