I think an orchiectomy would be most appropriate (testicle removal in plain English) - apart from solving his so-called medical problems, at least society at large would be protected from him not being able to have future progeny.

I wondered if it was a regular who would understandably want anonymity. I thought it was a wind-up until I googled the acronym mentioned and found it does seem to exist.
