is there a virus which disables the hard disk as a boot option?

No, not as far as I know.
that' s set in the BIOS (i.e. hardware) not in the software so any virus would have to be written for a specific make (and model) of computer.
A virus can effect the boot sector of the hard drive, which would stop the computer booting, but if the "boot from hard drive" options isn't in the BIOS I'd suspect a faulty hard drive first.
