Depends on the station, as here http://www.left-baggage.co.uk/locations.php

Seems to be only at the major terminals.

I don't believe so because of security. Large stations still have left luggage offices.

We used the one at York recently.
I don't believe there are any unattended lockers anywhere at stations. They are perceived as a security risk.

Where facilities exist they are manned left luggage offices
As others have indicated, the only left luggage facilities you'll find at railway stations are staffed offices (which are run by independent companies). Security considerations mean that many stations aren't even allowed to have any form of litter bins, yet alone luggage lockers.

Where staffed offices exist they must X-ray all bags, which means that expensive equipment is needed. Consequently costs are high. Victoria Station's left-luggage office was charging £8.50 per item (for up to 24 hours) when I was there a few weeks ago.

To check on whether there are left luggage facilities at any particular station, enter the station name here:

Then click on 'General services information'

They still have left luggage at Glasgow and Edinburgh bus stations and I've recently used one at Newcastle railway station. They're fairly pricey if you only want to leave stuff for a short time. Two of these places x-rayed my luggage before allowing me to leave it. That probably explains the cost but doesn't explain why Einburgh where it's not checked is as dear as the others
