Only a fish expert is going to know what size heater you need for a 2ft tank.
At the bottom end of size, 40W of electricity costs about £1 per week on a 100% duty cycle (proportion of the time the heater is on versus off). I'll bet an average heater is only on third of the time, so say 40p per week.

I had a 50 gallon tank it had a 25 watt heater plus a pump and filter , I would be surprised if it cost £1 a week to run. It was set at 25deg but our central heating was set to 20 deg so it only needed to heat the water by 5 deg. A colder house would have higher running costs for the fish tank. The cost of fish food was more than the heating cost.
