Playing A Video Clip. I Just Tried To View A 3 Minute Clip About Pre-Mot Checks, But It Keeps Stopping..

and restarting every few seconds. I've tried leaving it to play right through, and then replaying it, but it's still no good. Surely there's a way to view it properly?

If you are watching it on YouTube then it appears that your internet connection doesn't have enough bandwidth. Your internet connection might be slow run a speed test and see what you get if it is slow talk to your ISP.
