As Shoota has indicated, there has to be intent "that someone will see them and be caused alarm or distress" in order for a successful prosecution for 'exposure' under Section 66 of the Sexual Offences Act 2003:
http:// www.leg islatio n.gov.u k/ukpga /2003/4 2/secti on/66
(The word 'indecent' was dropped when that statute was enacted).
Section 33 of Schedule 3 to that Act requires that a person convicted of such an offence be placed on the Sex Offenders Register if the following conditions apply:
"(a) where the offender was under 18, he is or has been sentenced in respect of the offence to imprisonment for a term of at least 12 months;
(b) in any other case—
(i) the victim was under 18, or
(ii) the offender, in respect of the offence or finding, is or has been—
(a) sentenced to a term of imprisonment,
(b) detained in a hospital, or
(c) made the subject of a community sentence of at least 12 months"
The relevant Sections of that Act (unlike some others) apply to the whole of the UK (so Sandy's title of 'Only in Northern Ireland' is far from accurate).
I'm surprised that some people here have assumed that the Sex Offenders Register applies only to paedophiles. It's likely that a high proportion of people on the Register have committed offences that relate to adults, rather than to children.

. . . and on a totally different point:
I'm a naturist and I've never understood why I shouldn't be able to walk down the street, go into a pub or shop in Tesco totally naked if I so choose. (Please don't tell me that some people wouldn't like it. That's insufficient reason for banning any activity. In a free society, only actions that cause harm should be prohibited. Those that merely cause offence should always be permitted).

Go to Germany no-one cares what you've got on there on most of the beaches for the most part and Sylt is fantastic. I hate all this ' must be clothed' weirdness in the UK- I find it really offensive that someone can be offended by a body and as for being put on the sex offenders register, that's beyond awful ( and I doubt it could happen).

Ann Summers caused concern to some because she placed her shop in Rosemary St which is pretty much in the heart of Belfast. Before that there had been a few seedy bookshops in Smithfield which was/is a run down area.
But the furore Ann caused was nothing compared to the fury that erupted when a shop catering for transvestites, Transformation I think it was called, opened here. Members of Paisley's DUP picketed it, but to no avail. It eventually took death threats from Loyalist gunmen to see it closed down and the smear on the good name of Ulstermen (that some might dress in drag) removed.
