Howling Dogs

My next door neighbours seem a nice couple and they have 2 dogs a bull mastiff and a rottweiler, however the dogs do howl a lot, sometimes at 3 am, what would cause this?

Are they looked after properly, walked and not left alone all the time ?

My next door neighbours dog howls when he's left alone. I feel really sorry for him but he is well cared for and not left often.
