I know I should know but my toolbar has gone over to the right hand side of the screen.How do I get it to the bottom again please ?

Noise in computer

When I turned on my desktop this morning,after a couple of minutes a noise started.I switched the computer off and then on again but the noise still continued.The noise sounds like another machine...
