Is it possible for a person working only 16 hrs per week (thereby being entitled to housing and council tax benefit) to be also entitled to job-seekers allowance?

After months of speculation.....

We have finally been told our establishment will close by March next year due to Government cut backs. Although we have been expecting it it seems all the more real as it has now been made official....
