Can anyone please tell me where the following lines come from and the meaning?

It's writ on the palace where luxury dwells, That fortune on seeming to ive really sells.

correction for my quotation:

"ive" should have been   "give".

Sorry for the typo.

My eyesight is bad tonight but thid may be a starting point.  I am struggling to see the text - sorry.
