This is a question that, for me, doesn't have one "most important" answer. I try to get a balance of several important factors before parting with my cash - and seem to have got it right, so far.

I can't answer with one selction (although I did chose price as that's my main concern) but I tend to stick to insurers that I've actually heard of.
