But it's not borrowed. It's given. A unique number can only be used once. Why can't the purchaser decide what to do with it once they've purchased it?
What you're asking for is akin to asking people not to leave their finished-with newspapers on a train seat for somebody else to read (or, in this case, to obtain the unique number from). It may be highly principled, but it's also completely OTT and unenforceable. In fact, there's an argument that such second-hand papers can introduce new readers to the publication, who then go on to buy copies themselves in future.
