Why has one of my news section questions contain blue up and down arrows, similar to scrolling arrows by the side of the text?
But unlike scrolling arrows when one clinks on them the text doesn't scroll, they are completely inactive.

I don't know how to take a screen shot, so I can only describe them as the same black arrows on a blue background, one pointing up and the other down as one gets on the R/H side of the screen which are used for scrolling, but my arrows are of course very much closer together, and they disappear when I open the question up.
