after an update I have a flag in blue saying privacy settings when I click on it there's a whole list of 3rd parties to either accept or reject I reject all then I haave to sign back in again every time ..HELP

For more on marking an answer as the "Best Answer", please visit our FAQ.I've just had a look on mobile and if you scroll down a little the blue box moves with you, which should solve the problem of it covering up the Answer Now button.
Regarding being logged out, that happens when you click "Reject All" cookies, because this button removes all the AnswerBank cookies from your browser. That includes removing the cookies that keep you logged in. However, if you click on the blue Privacy Settings button and then press the little "Back" link in the top left corner, this takes you to a list where you can accept some cookies (e.g. AnswerBank cookies that keep you logged in) and reject others if you want to.

Answerbank now have to do this to comply with the EU General Data Protection Regulation (GDPR).

I think it is deliberately obtrusive and made to stand out (in the wrong colour), so that we all see it and are aware of it.
But the law does not say the settings have to be in our faces, only that they have to be on here somewhere. Hopefully the link can be more discretely placed ( maybe next to FAQ, at the bottom of the page).
