The producer is only for you to produce your documents, the police will subsequently report you for the offence of no insurance (the police won't prosecute for no tax - that's for the DVLA but I would imagine the they will inform them). If you choose not to attend at a police station, they will automatically report you for an offence of failing to produce. I don't think you'd win if you chose to contest anything in court.

This is know as an absolute offence....The offence has been committed full-stop. There is no evidence to look for.
For speeding a photo isn't needed either, a policeman/woman can say in their opinion you were exceeding the limit and that can stand in court.
So I wouldn't worry about the signature it's only circumstantual ;-)
