I do not recall the advert but I would guess that 'Englishman In New York' is most unlikely for a carnival setting.
If it's the Rover ad I'm thinking about, and going by your description I think it is, then the track you're after is 'This Town Ain't Big Enough For The Both Of Us' by Sparks. It is a stunning orchestral reworking of their 1974 classic. It came from the album 'Plagiarism', which saw them rework lots of their back catalogue.
Try searching for the title with 'album version' after it, as it was a b-side of a single of the same name by Sparks vs Faith No More (which is also a cracking version!).
Did the ad have a couple of girls in the car, dressed slightly fetishy? They park outside a club at the end, then get out of the car?
