Old book about a man who is requested to be a hero by an advert in a paper

Hi, I'm looking for and old book where the main character meets a strange woman on a beach(?) not sure about the beach part. And then later finds his name being requested to be a hero in a paper. He finds it's the same woman and she transports them to a new world where he becomes a hero- lo and behold she's the ruler of this world and he becomes her consort. Interesting details- she has all the previous rulers in her head- she can throw him out by putting his shoes outside- he leaves her at the end to go journey- front cover has a woman in a Tarzan type outfit on it standing in a rock(?) maybe- title something to do with road or journey - not too sure. Any ideas on what the book is would be lovelly!
