^^^However, since a high percentage of customer returns to clothing stores are from shoplifters or fraudsters, I'd be unsurprised if most clothing stores didn't retain video evidence of all such returns, paying particular attention to anyone who frequently returns goods.

I think that 'evil' is a bit strong. I know of lots of instances where people return items to certain stores without proof of purchase for receipts - in many cases the items have been shoplifted in the first place. I can't imagine why anyone would expect any kind of refund if they didn't have proof of purchase - the very idea would have been laughable just a few short years ago.
