Why does the irritating man in the window advert wear that strange pantomimesque cloak/coat ? What character is he supposed to portray - if indeed he is portraying a character. Or could it be perhaps, a really low-budget advert where the cameraman's auntie Ethel runs the wardrobe department of the local amateur dramatic society and thought the coat would bring a touch of class to the advert. Does anyone know??

He is supposed to be Alderman Fitzwarren. Dont ask me why - he just is.

I can only assume that his offer is considered 'highway robbery' - hence the frock coat/cloak. I can only assume that they couldn't find a hat big enough to fit his personality.
