Advertisers do seem to loose the plot occasionally when remembering that their target audience does not live in isolation, and others may be upset by what seems to be the height of wit when you are telling people in red braces in the Met Bar, but is actually casuing awkward questions for a mum of young children in Huddersfield!
You are only going to think they are dogging if you know what dogging is, so as long as the advert doesn't show anything offencive, there may not be any reason to show it late at night.
I haven't seen the ad, but from what you say, it is unlikely to be shown during children's programmes.
If you feel the ad is offencive, you can always write to the Advertising Standards Authority, and they will review the ad. If enough people complain, the ad may well get taken off the air.
