It's the aphex twin, from selected ambient works volume two. None of the tracks on that album have titles though.

Hi, the track is from Aphex Twin's Selected Ambient Works Volume 2 & the track is called "Shiny Metal Rods" (Disc2) :P

These 2 are lying to you. Yes its by Aphex Twin, yes its on Selected Ambient Works Volume II, BUT, no its not called shiny metal rods and they do have titles and you'll find its called Metal Grating. The end.
