Go to your page. In Firefox, select File > Save Page as. (In Internet Explorer, select File > Save As). Choose the option to save as 'webpage complete'. (That will probably be the default option anyway). Save to any convenient folder (or the desktop).
Go to wherever you've saved the web page and look for the folder which contains all of the separate files for the page. (Firefox names it as Profile.jsp_files. It's probably the same with IE but I've not checked). Open this folder and look for a file named FlashFrame.htm. Drag (or copy and paste) this file to your desktop. (Right-click and rename it as something like 'RedDot' if you want).
Now, whenever you double-click on that file, your default browser (Firefox, IE or whatever) will load with an extremely irritating clickable red dot in the middle of the frame :-)
