I searched and searched most of the songs by both of the artists and I couldn't find it :(

Apparently a cover version of the Penguin by Raymond Scott , not sure about the cover . Read more here

the song samples the above artist, but it is actually a band called Soul Coughing and the song is taken from the irresistable bliss album. More of their music also crops up on various episodes of the x files in case you're interested.
