You'll often find for the first three monts or so of a campaign they'll use a well known vocal talent. Once the campaign has been noticed, they'll replace the voice over with "cheaper talent". This may simply be the case. As a quick anacdote, London Underground originally employed an actor to record "Mind the Gap" for stations with a curve on the line (causing a gap to form on the arc between the platform and rail cars) The artist concerned wanted repeat fees every time it was played, so they got one of the engineers to record the voice over instead for a small flat fee!
