Most people wouldn't consider Watford a part of London, but it's got a tube station, whereas Hackney, my birth place, doesn't have a tube station, but I'm sure most people would class Hackney as part of London. I just accept if a place is in a London Borough, it is considered a part of London.
the East End isn't necessarily the same as east London. London is an agglomeration that may be seen as including parts of neighbouring counties, whatever their postcodes and Tube qualifications (just as much of 'New York' is actually New Jersey). In that context, 'east London' just means something like 'in the greater London area but towards the bit where the sun rises'.
