Are the public insured at car boots

Can any one advise me on insurance cover regarding public liability at car boots ? I notice more and more proprietors are now charging entrance fees" ordinary markets are free to enter" and sellers have to provide public liability insurance "
would the entry fee cover the public liability insurance ?
or are the proprietors and sellers excempt from liability for insuring customers,
I have never ever seen a notice on accident claims posted at car boots to give advise on claims or indeed if we are covered by public liability insurance"

It varies. Here's one that requires all traders to have public liability insurance:

And here's one that requires the operator to have the insurance:

So it seems there is no hard and fast rule.
I have been to many car boot sales as a seller and have never needed to provide a liability insurance certificate so I am positive that the sellers are not providing the cover.
