I have a mobile phone number that keeps ringing me, I do not recognise who it is and it is never switched off. How do I find out who it belongs to?

Unless it is a business and they have listed it - you could then Google it it may come up.

Otherwise have you tried ringing them or texting it ?

NEVER ring back unless you know roughly who is ringing.
There are scam numbers that clock-up large bills if you ring them. One number I had call me is:-
